As from 1st October 2008 it is now a legal requirement to carry and wear a Hi Vis Jacket or Waistcoat in France, Belgium and Spain.

A law concerning the compulsory carrying of a reflective jacket (EN471) and a warning triangle
(ECE R27) in FRANCE came into force on 1st July 2008. However, this regulation will not be
enforceable with on-the-spot fines until 1st October 2008, when the fine will be between 90 and
135 Euros.

Drivers stranded on a BELGIUM motorway or on a major road (high-speed, usually four-lane roads, called 'route pour automobiles' - sign E17), stopping on places where parking is not allowed, must wear a reflective safety jacket as soon as they leave their vehicle. Fine for non-compliance of €50 is applicable, but the amount can be much higher (€55 - €1,375) if the driver refuses to pay or in a circumstance where the driver has to go to court (for example in the event of an accident).

It is not mandatory to carry a reflectorised jacket in the vehicle and SPANISH police cannot fine a foreign motorist who does not carry one, however the wearing of a reflectorised jacket / waistcoat is compulsory if the driver and / or passenger(s) exits a vehicle which is immobilised on the carriageway of all motorways and main or busy roads.
